Since 1985, the JWCH Non-Emergent Transportation Van (NETVan) program has assisted low income and homeless individuals in accessing health and social services by providing free and safe transportation. Operating on a fixed route, the 15-passenger van currently transports clients Monday through Friday from 7:00 AM to 10:00 PM.

While the majority of program clients (80%) are homeless individuals, living in the streets and alleys, under the freeways and in temporary housing such as missions and shelters throughout the incorporated cities and unincorporated areas of Central City East the rest are using the service for seeking employment.

Signs are clearly posted at the seven designated stops. Various agencies in the area have come to rely on the service. The regular van route is as follows:
